Since November 2019, Bank of Tanzania (BoT) has told public that trading, marketing, and using virtual currencies is contrary to country's foreign exchange rules and that Tanzanian Shilling remains only lawful legal tender. Yet same government has since July 2024 been collecting withholding tax on digital asset transactions, and in December 2024 High Court of Tanzania enforced commercial contract worth over USD 1.19 million arising from cryptocurrency business.

Tanzanian government has been laying breadcrumbs for months. 3% withholding tax on digital asset transactions introduced under Finance Act 2024 signaling authorities viewed crypto less as threat more as taxable reality. Then May 2026 BoT approved stablecoin sandbox pilot giving regulated entities controlled environment to experiment with dollar-pegged tokens.

We have completed assessment and developed concept on regulation and supervision of virtual assets.

That quote from BoT Governor Emmanuel Tutuba May 2026 marks shift from ban to regulation.

Bank of Tanzania has opened third cohort of its Fintech Regulatory Sandbox inviting fintech companies and financial service providers to apply by 31 July 2026. Application window opened with Bank's notice 24 June 2026 closes Friday 31 July 2026. Applications submitted online through sandbox portal at frsp.bot.go.tz in line with BOT Fintech Regulatory Sandbox Regulations 2024.

While BoT maintains cryptocurrencies not legal tender High Court ruling suggests cryptocurrency transactions not inherently unlawful provided comply existing financial taxation laws. By affirming absence regulation does not equate to illegality High Court decision creates foundation for more nuanced conversations.

May 2026 BoT completes regulatory concept framework for crypto regulation — We have completed assessment developed concept on regulation supervision virtual assets — now undergoes policy legal processes before translated into laws. May 2026 BoT approves stablecoin sandbox pilot giving regulated entities controlled environment experiment dollar-pegged tokens. June 24 2026 BoT opens 3rd Fintech Sandbox Cohort inviting fintech apply by 31 July 2026 via portal frsp.bot.go.tz under Sandbox Regulations 2024.

The 3% Withholding Tax - How Works May 2026

Finance Act 2024 3% withholding tax digital asset transactions. Applies every buy/sell on exchange or P2P? BoT says flat rate for all cryptos not right we still don't have regulations practically collecting tax almost impossible.

Implementation May 2026: Licensed payment providers banks mobile money must withhold 3% on transfers identified as crypto-related via keywords "crypto Binance USDT BTC" in reference. If send TZS 1M to Binance P2P seller via Tigo Pesa reference "USDT" Tigo Pesa withholds TZS 30K remits to TRA. If reference "for tomatoes" no withholding enforcement weak. Result traders avoid tax using non-crypto references. TRA collected only TZS 2.1B ($800K) 2025 vs expected TZS 50B 4.2% compliance.

New proposal May 2026 stablecoin sandbox pilot will require regulated entities automatically withhold 3% at transaction level inside licensed platform not via MoMo keyword.
